Director of Government Programs
Block Engineering is a leading developer of laser-based chemical sensors for safety and security applications. Block is the proud winner of two Photonics West Prism Awards and the Milipol Paris Innovation Award.
Block is seeking a Director of Government Programs to manage government programs with DoD and related agencies as well as find and capture new programs. This position is based at Block's Southborough, Massachusetts (metro Boston area) headquarters.
Responsibilities will include:
- Serve as the manager and main point of contact for government programs, managing federal contracts from proposal to system delivery.
- Work with technical staff to develop detailed project plans, and monitor program progress to timelines and budget to deliver against agreed strategic objectives.
- Oversee the government contracting, reporting, and compliance processes. Actively manage and monitor the government contract and subcontract closeout process.
- Collaborate with finance on forecasting/budgeting to track program costs and spending.
- Actively work with government customers or prime contractors to align government program requirements with commercial product requirements, as defined by Block's Product Manager.
- Engage in finding, winning, and advocating for new programs and contract opportunities. This involves leading proposal-writing efforts and engaging with government agencies at shows, industry days or through direct contact so as to identify most pressing requirements.
The ideal candidate will have the following qualifications:
- Must be eligible to pass a security clearance due to work on defense-related government contracts.
- 5+ years of experience managing government programs and leading program management from either a product development environment or a government agency position.
- Experience writing, editing, and coordinating proposals or requests for proposals.
- Strong presentation and negotiation skills.
- Full understanding of program/project management best practices.
- Experience with stage-gate, phase-gate or other development processes.
- Familiarity with the PPBS/PPBE, Federal Funding/Grant, and SBIR/STTR Processes.
- Entrepreneurial motivation and strong interest in innovation/exploring novel technology.
The following qualifications, while not mandatory for this role, are a plus:
- Department of Defense/Federal Program Manager experience.
- Operational experience and/or direct involvement in developing chemical, biological, radiological, narcotic, or explosives (CBRNE) sensors.
- Training, certification, and experience in process improvement practices.
